ADF: Subsystem TDDFT: coupled FDE for excitation energies

The theory of coupled excited states for subsystems (subsystem TDDFT, coupled FDE) is implemented in ADF. This theory allows to treat the mutual response of several subsystems, including the ones that are considered environment.
