ADF: ESR g-tensor and A-tensor: perturbative spin-orbit coupling

The ESR g-tensor and A-tensor can be calculated with a perturbative inclusion of spin-orbit coupling. It was already possible to calculate the ESR g-tensor and A-tensor in which spin-orbit coupling is treated self-consistently.
